CONDITIONS OF PARTICIPATION IN BURBANK UNIFIED INDEPENDENT LEARNING ACADEMY

The Independent Learning Academy (ILA) is continuously voluntary, optional program in which no student may be required to participate. A program with regular classroom instruction is available at any time in a BUSD school for students who live within the boundaries of the District; students who live outside the regular school attendance boundaries of BUSD will be referred to their school district of residence for regular classroom instruction. Independent Learning may be provided for a Section 48915 or 48917 students only if an alternative classroom has been offered and is continually available. The duration of this Master Agreement is no more than one year. (Education Code 51747)

Objectives: The overriding objective of the I.L.A. is for students to develop the skills and knowledge necessary to complete each standards-based course taken to fulfill BUSD middle school promotion requirements. The Independent Learning Academy is not an alternative curricular program. Specific goals and objectives for each I.L.A. course are consistent with established District guidelines for middle school coursework delivered in a traditional classroom setting, and are listed on the syllabus or assignment/work record for each course.

Manner of reporting: Generally, students are scheduled to meet with the teacher for a minimum of one hour per week at the time, day and location listed above in order to turn in work, obtain feedback on progress, and be evaluated. However, the supervising teacher may modify or alter the date, time, location and/or frequency of meetings as needed, in order to enhance student success in this program. Such a determination will be made on a week to week basis. If a student cannot meet on the assigned day and time, he/she must call the teacher to arrange an alternative appointment time. Some work may also be submitted via fax, email or regular mail service, but face to face meetings are essential.  Additional time will also be required to meet District/State mandated testing, which is usually administered in a group setting.  (Education Code 51749.5)

Methods of Study and Evaluation: Specific student activities for assignments, as well as how students will be evaluated for progress in each course, are detailed in the syllabus and/or assignment work records for each course. All assignments will be monitored and progress evaluated each week by the teacher in the same manner they would be in a traditional classroom setting. (Education Code 51749.5)

Resources: BUSD will provide teacher services, academic counseling as needed, and the texts and instructional materials specified for each course. A listing of specific materials is found on each course syllabus. Students will receive the same access to services, resources, rights and privileges as those in a classroom-based program. (Education Code 51749.5)

Contract Timelines: Students must complete assigned work and maintain minimum performance levels in order to remain in the I.L.A. Program.  Students will be allowed 22 school days to complete a semester course from the initial assignment date. However, when special or extenuating circumstances justify additional time, the Superintendent or designee may honor the written request of a student or his/her parent or guardian to extend the maximum length of time to complete the course, not to exceed an additional 20 days. Students are expected to successfully complete a semester course every 22 school days of enrollment in the program. Any student who misses three (3) consecutive assignments and/or appointments, and/or fails to meet this minimum requirement to complete assignments and successfully complete courses will be evaluated, to determine whether it is his/her best interest to remain in the I.L.A. and may be subject to dismissal from the program and returned to a regular program of classroom instruction. (Education Code 51749.5)

Rules: Students are expected to follow all school rules. Inappropriate language and/or behavior may be cause for dismissal from the program.  More serious violations, including but not limited to possession or use of any controlled substance, dangerous objects or weapons, will result in a recommendation for suspension or expulsion from the Burbank Unified School District.

Additional Conditions: Students and parents are responsible for all textbooks and instructional materials checked out from the I.L.A. program, and are liable for the cost to replace any of these items lost or damaged by the student. In addition, students are required to report directly to the teacher at the appointed time with all the necessary materials (completed assignments, work in progress, texts, notebooks, writing instruments) and to participate in the instructional activity specified by the teacher. Students who are not successful or do not fulfill the above conditions of participation will be referred to another instructional program.
